Can't access "public" file

In the latest Ki Community Update email, I see a link to a report on Pregnancy Risk Stratification that appears to be "public": https://www.synapse.org/#!Synapse:syn25084465 But when I add it to my download list, it looks "locked" and I don't have permission to download it.
