Read but not download permission

Hi @BBDP and team, Hope you're doing well. It looks like this project’s sharing settings allow anyone to view the files (i.e., READ permission), but only select users can download the files. Is there an approval process to gain download permissions? Thank you for the help. Best, Sarah
